A graduate of Harvard University in Cambridge, Massachusetts, Dr. Gaffney received his medical degree from Tufts University School of Medicine in Boston, Massachusetts. He then completed his internship training in internal medicine and his residency program in neurology at the National Naval Medical Center in Bethesda, Maryland. He was honorably discharged from the United States Navy as a Lieutenant Commander after serving on active duty from 1989-1999.

Dr. Gaffney established The Woodlands Neurology & Sleep in The Woodlands, Texas in 2002 and is affiliated with Memorial Hermann The Woodlands Hospital.

He is a member of a number of professional medical societies such as the American Academy of Neurology, the American Academy of Sleep Medicine, the Texas Neurological Society, the Texas Medical Association and the Montgomery County Medical Society.
